I think that's actually a deinterlacing problem. If you blend the fields together instead of interpolating them or using Inverse Telecine (converting cartoons made on film back to 24 frames per second instead of 29.97, effectively getting rid of interlacing lines without harming the quality), you get weird stuff like that between frames.
